Magento shows cross sell product list just before checkout process. We can disable this section from admin panel
You can follow these steps
Go to
Stores -> Configuration -> Sales -> Checkout -> Shopping Cart
and then change value of ‘Show Cross-sell Items in the Shopping Cart‘ to No
Always clear cache either from System -> Cache Management
or run following query in cammand line
php bin/magento cache:clear
